The inspection can be performed at the destination upon arrival.

When importing cotton from an unregistered overseas supply company, the consignee should agree on pre-shipment inspection clauses in the trade contract. The inspection and quarantine agency or the AQSIQ designated the inspection agency that meets the requirements to carry out the pre-shipment inspection and the entry inspection. The basic conditions of overseas suppliers and the declaration of conformity of goods issued by them should be provided. Upon arrival, the inspection and quarantine agency will conduct on-site opening inspections at the port of first arrival. The inspection and quarantine bureau shall publish the registration list and credit rating of overseas cotton companies in a timely manner, and promptly propose import risks for supply companies with poor reputation.

It is reported that after the implementation of this registration application system, the effect was obvious, and it played a "firewall" role in ensuring the quality of imported cotton.

The experts pointed out that enterprises do a good job in preventing homework. In the storage of consignment sales of cotton in the Bonded Zone, domestic cotton companies are limited by the storage environment and conditions when looking at the goods, resulting in a limited number and poor representation.

At the same time, it is not advisable to look for goods without quality claims. The contents of the China Cotton Association or China Textiles should be clearly stated in the contract, and their legitimate rights and interests should be effectively protected from damage. If you want to import cotton in the bonded area, you must pay attention to the quality of the cotton clause.

The first is that companies should provide foreign code sheets for inspection purposes when they apply for inspections. They must increase the strength of the pull-out scales for short and heavy-duty batches, find problems and leave samples on time, and provide a strong basis for damage assessment and claims; India cotton can increase the moisture-reduction rate limitation clause to reduce losses caused by the high regain rate of cotton. Third, it is necessary to strengthen the quality inspection and acceptance. It is best to carry out pre-inspection in the exporting country and apply for inspection immediately to the inspection and quarantine institution upon arrival. The fourth is to actively fight for rights and interests. After quality and weight problems occur, they will actively feed back information to the inspection and quarantine departments and make active claims to minimize losses.
